Can someone explain why I am losing frames?? 5850

I used to play fallout 3 rock solid at 60FPS all the time, even in crazy situations. Now, I have dropped to about 32 in some places. Sometimes I have my good old 60 frames back and then i'll enter a new cave and im back down in the 30's even without much happening? Is it a problem with the video card, the drivers, perhaps my HDD? Its a WD Black 500gb. The rest of the specs are posted in my signature if necessary. Thanks for the help.

However, now i'm finding that fallout is running substantially choppier than it used to. Although sometimes I do get my desired framerates, they dont seem to last.
