How to lock my boot drive so nothing else can be saved on it?>

Im not sure if this is the right forum, but i just got a 60gb ssd drive to use as a boot drive. I noticed sometimes when i install programs it doesnt give me the option for the drive and just installs on the drive windows was installed on. Is there anyway to set it up so that it automatically installs programs to the other harddrive? or to lock the boot drive so nothing else can be installed on it without permission? would be very helpful if someone could clear this up. thank you.
