Configure Graphic Card?

Please watch this video and tell me what program this person uses to "respec" (hope thats the right word) his graphics card
i would like the same or something like it for my cards in the future. any and all help is greatly appreciated thx you all

Its called Catalyst Control Center. You can only use it if you have an ATI card.
If you want the latest version, search for your card under drivers here: http://www.amd.com/us/Pages/AMDHomePage.aspx

Yes, it has a program called ntune, though I've never used it, so I can't say how good or bad it is.
Here's the download page:

You need to have a mobo with an Nvidia chipset to use this, however.
