Win XP installation from Flash Drive

Dear Forum,
I have a new old computer; a Dell Latitude X1, and am trying to install windows xp on a new hard drive. It does not have a CD drive, so I have loaded XP on a flash drive using WinToFlash program. When I try to boot from USB, it says: Windows could not start because the following file is missing or corrupt: <Windows root>\system32\hal.dll.
I tried copying the file from my computer to the flash drive, but the computer does not recognize it now that I have loaded windows installation program.
Can anyone help?

Update: Problems still
I was able to load windows, but when I try to boot, it comes up with the same message about missing hal.dll.
Do I need to format the hard drive before loading windows?
Is there a way to do this from the installation?
