I recently upgrade from nvidia geforce 7600GS card to 9800gt 1gb green edition, installed it and the monitor just went to power save mode. I tried allsorts to fix it but eventually sent it it back to supplier and they replace it with a new one which gives me the same problem. My setup is

Foxconn K8M890M2MA mobo with upgraded Bios
AMD Athlon 64 6000+
500w psu
2GB RAM

Its only PCIe x16 1.0, and therefore only provides 75w to the 9800GT from the slot. PCIe x16 2.0 can sent 150w which is probably what the card needs. I'm suprised it doesn't work in 2d mode though.

No, this isn't true. All cards without a power connector are designed to work on 75w or less. I've heard the low power 9800GT can have problems with certain motherboards so that may be what is going on.
With a 500w PSU you can probably handle an HD4850 which is a better card than the 9800GT and around the same price;
