2TB HDD Under Windows 7

Hello, I've just installed a Samsung 2TB HDD into my Windows 7 Ultimate 64 Bit system. Under Disk Management the system shows the 2TB drive with 1.82TB of available space. However, after formatting I can only use 68% of this ie 1.28TB ????
