I would like the price to be around 600 but I am willing to spend more if its enough of a performance increase.

OVERCLOCKING: No, not really comfortable with it. SLI OR CROSSFIRE: Maybe in the future.

who's hd is that? why get a athlon II x4 when he can get 955?
suggesting an nvidia chipset based mb is a bad idea, really bad one as they are crap.
the 250 is worst then the 5770, check tom's Graphics Card Hierarchy Chart.

A GTS 250 is gonna choke on 1680 X 1050. With this budget, you should be able to afford a 5750, 4870, or GTX 260. I stii say you'll get more bang for the buck with AMD.
This Intel/Mobo combo is around $300. If he went AMD w/am3 mobo for around $160, he might be able to fit in a 5850 in the budget. If I had an $800 budget for a gaming rig to play on 1680 X 1050 resolution, the first thing I'd get is a 5850, sometimes on sale for $275.
