Cannot access repair console. get missing system32\\drivers\\pci.sys

I am trying to repair a friends PC that will not start up. When trying to start it gives the error message "Windows could not start because the followign file is missing or corrupt: System32\Drivers\pci.sys. It says to attempt the repair the file by using s setup CD and selecting r. I have an original setup CD inserted and have the CMOS pointing to the CD drive first at boot up but it just keeps repeating the same error. How can I access the hard drive to do a complete format and start over?
