Hd5970 low fps

Hey guys, I finally put together my rig today. The first game I installed was Crysis to see how it would run the 5970. At first I was pretty impressed with the overall performance. I can't tell though if it's my monitor or the card that is creating some object flickering. For example when I look up at the sky it flickers uncontrollably which I feel is very annoying.

The main problem now is the screen tearing. I read up on some forums on how to enable vsync to correct this but after installing a program and slightly overclocking the card (pay in mind I did not go into crysis with the overclocked settings) I am getting horrible framerates. I put all of the settings on low and can say that I am getting sub 30 fps. The game was running almost perfect on very high 8x aa the first time I played it. What the heck is going on with my card? What do I need to do to fix this?

Clock i7-860 @ 2.88
8 gb ram gskill ripjaw blue @1600
asus eah5970 @ clock
850 tx corsair PSU
x25-m ssd intel
t240hd monitor.

Hello and welcome to the forums :) 
First of all have you tried patching the game ? also make sure you have the latest VGA drivers installed.
Plus,test other games and see how is your FPS in them.
