Do i need a fan for my heatsink?

I have an old q6600 setup I am giving to my dad but the heatsink fan is loud. Not super loud, just your average/noisy/ gaming/ aftermarket cpu heatsink.

He doesn't like the fan noise in a computer, and since he has only used dells his whole life, he is used to having a quieter pc.

My question is, do I need to have the heatsink fan installed or can I just used the heatsink and not plug in the fan?

I don't recommend unplugging the cpu fan. I don't think the stock heat sink is good enough to work without a fan.
