I'm planning to get a water cooler for my 3570k the Case is HAF 912, if you need to know the mobo is Asus P8z77 V LE. I need to know if its safe to get the water cooling because i've seen reviews on amazon about leaking and frying the motherboard.

The choices are not many because I live in central america.

It keeps everything around 55C full load at 4Ghz, can go higher but I haven't tried past 4. Nice and quiet too

Still, if you want to OC, you should go for a custom loop, infinite more cooling power!!!1

I don't think I can do it on this case properly, and not willing to pay the amount of money I need.

Go with a good air cooler like the Hyper 212 evo, don't buy an all-in-one cooler, they're not worth the money. Just get a good air cooler.
