How to open shortcut files

You can't open a shortcut, it's just a pointer to a file. If you delete the file, the shortcut will still exist, but now it points to nothing. If you try to double click the shortcut while the actual file is deleted or moved from it's original location, then you will get an error.Is there any way to open the shortcut file whose original file is deleted?
