Is there any options to set upload files size limit in windows xp?

anyone help me how to block video,mp3,exe files download from internet and also upload files size limit should be max 3MB, it's possible in windows xp system

I am not aware of any way you can do that on XP. You might be able to block downloads on your router by file type, but not uploads by size.
