For sli mode do is twice as many watts?

Like for this card: PNY GeForce 9800 GT EE it takes 400 watts or something and 450 for sli mode which I want to do, I was wonder if it meant 450 in total or for each card.

It means total, you will need a 450w PSU to run two of those cards in SLI.

The recommendation for 1 card includes the other components (CPU, mobo, HDD, etc) but if you add a 2nd it won't add all of that.
