How I fix the error cmicnfg.cpl ?

yes; error shows just after starts. "Error loading cmicnfg.cpl. The specified module could not be found."

then you have uninstalled some software which was running on every startup and now when you uninstalled that software a part of it is still trying to start with the windows but it cant because there is no such file on your computer ....

i know how to stop the pop-up error but i dont know how to completely delete it...

if you want to stop it then do this:

open run and type "msconfig" then navigate to the "startup" tab. there you sholuld see the file you're looking for....

something like this: "C:\Program Files\Folder Name\cmicnfg cpl"

just uncheck it and that should be it.

If not then go back to the "msconfig" and navigate to services tab, at the bottom check the box "Hide all Microsoft services" to ease your search and then find it and also uncheck it ....
