Having a fullscreen VGA program run in WVGA?

Scaling wont work with my monitor and under 800x600 my monitor's built in aspect correction doesn't work. Is there a program that will letterbox a VGA program when fullscreen'd to display correctly?

Your video card drivers should have an option to letterbox your screen. What card do you have, ATI or Nvidia?

I have nVidia, and the scaling option does not work as said in previous post.
