Unable to Access Tools Internet Options

I cannot delete a version of java 7 from my control panel, therefore I cannot load a new version of java and play many of the pogo games I have played in the past. I have been instructed to go into tools and internet options and delete some files, but I cannot get to the internet options through the tools icon. I get a box to delete a few files, but I want my old tools where I could access internet options and settings normally. Can you advise?

Try Revo uninstaller.
