Hard drive barely responding even after reformatting

Hello

I have a WD Caviar Black HDD that's responding extremely slowly for some reason, even reformatting installing windows 7 it takes about 4x longer than my WD Caviar Green, do you guys think it's a hardware issue and I should replace my drive? Have anyone experience something simular issues? Many thanks in advance.

I didn't check the drive with the utlity but I was able to get an RMA from WD, hope they can return me with a working one.
