Sorry to post a question. But after digging around I could not find a solution.
SSD = Crucial M4 CT064M4SSD2 2.5" 64GB SATA III MLC Internal Solid State Drive
MOBO = Z68A-GD65 (G3)
OS = W7 64 Ultimate

Also the SATA ports 1-6 are in RAID and ENABLED, as well as my PC having the current drivers for the Intel and Marvel controllers.

I already have a functional identical SSD that my OS is on as well as 19 gigs of SRT cache. Wanting to free up that 19gigs due to OS creeping up on maxing the partition i bought another M4. I plugged it into an appropriate Intel Controlled SATA port and it will not show up in the BIOS /Disk Management.

Things i have tried.
-Different SATA cable
-Different SATA ports
-Different PC altogether
-Throwing in the W7 Boot Disc to see if it would detect and i could do anything to the drive. (Didn't see it, strangely didn't see my OS drive either. I never could get Windows to see the M4 with the install disc, while it does in disk management. To get W7 on the working M4 I had to clone a fresh W7 from my HDD to the SSD.)

I was afraid of that. I just wanted to make sure I didn't miss anything. The real kick in the nuts is messing with this garbage also somehow made my second monitor screw up as well. FML.

Thanks for the reply! Time for an RMA i suppose.
