Programs aren't showing up on all users accounts

Hello,
I've installed Windows Live Essentials (Only photo Gallery) on the Administrator account, i've checked the 'All Users' on the Explorer and the program
's there.

When i log on to an alternative account without admin privileges, Windows Photo Gallery isn't there.

It work on Windows 7, but not on Windows XP

Can anything be stopping this within the network?

if it's in All Users - .. - Program files, it should show up. Is it possible that there are file protections on the link that prevent all users from seeing it? Can you check the file security settings?

Also, are there other links in the same folder and, if so, can all users see them?

Just to triple-check, the directory in question should be C:\Documents and Settings\All Users\Start Menu
