Hello,
have a dell e520 with bios 2.4 (latest) the MB came with a Intel Pentium D 915 processor, bought a Pentium D 945 processor and now Vista wont load or run. bios recoginized the 945 just fine. is this a Vista problem or a Dell problem?

Its Vista. Normally the OS should be fine but there si a rare case when you upgrade your CPU with those crappy Dell mobos, that the OS wont recognize it and cause it to not load or recognize the CPU.

You will probably have to reinstall Vista to get it to properly work, or you can try a repair and see if that works and replaces the files needed.

Try Booting In Safe Mode, And Re-Installing The CPU Driver (Instructions Below)

After Booting Into Safe Mode;
1. Go To Control Panel
2. Open "System And Security"
3. Open "System"
4. Open "Device Manager"
5. In Device Manager Click On The [+] Next To Processors
6. Right-Click On One Of The CPU Listings
7. Under The Drivers Tab Click Uninstall
8. After The Uninstallation Reboot

I managed to fix the same problem out this way when I went from my Pentium D to my Q6600. Give it a try!
