Problems with my TB Hard drive

i have a TB hard drive when i open up on apple laptop it will open but when open on toshiba laptop it won't open

You do know that Apple Computers and Windows computers are completely different? If you have opened a hard drive on an Apple computer and put any files on it then a Windows computer will not be able to read those files and not know what the device is.
If on the windows computer you go into disk mamagement and you can see the drive then you can allocate the raw space and make a partition and then format it.
