I need to stay at $400 with shipping included. I need a refurbished small form factor Optiplex 745 or comparable, with 2.8 or higher processor speed, with 4 GB RAM, XP Pro, additional graphics card with HDMI, capable of supporting the HDMI 1080 TV monitor and one additional digital monitor, 120-250 GB hard drive, DVD writer 8x minimum,6-8 usb ports, shorty cable for HDMI monitor,6 ft digital cable for second monitor, (Wireless keyboard and mouse she'll get separately) A wireless transmitter will be plugged into the computer 's USB port for a wireless keyboard and mouse.
any suggestions ?

The Core2Duo will outperform the Pentium D 2.8 easily even though
it is less speed

You would have to add video card
Good deals if you just need HDMI is ATI HD 4350,HD4550,HD4650,HD5450
all support HDMI and 1080p
Not gaming cards though some of those can play at low-med settings
price range from 35-85 for those cards

HDMI cables are cheap now
I got mine for $12 USD
