How to solve windows cannot compelet format disk

Please edit your post. Remove your Email address and add some detail. What drive are you trying to format? Your system drive, another internal drive, an external HDD, or a flash drive? The answer can be different, depending.

If it's a new USB flash drive, there is a lovely utility to make sure that it is not "short" of memory. If it's advertised as 16 GB, but only has 8 GB, the format will fail.

Got it. It starts formatting, but cannot complete it?

Two questions, then a suggestion. What file system are you formatting it to? How far did Windows get?

The suggestion: Check the drive with h2testw. Go right to the source, if you can handle enough German to download it: http://www.heise.de/download/h2testw.html .
