My cpu fluctuates way to much

I'm using a
HP Pavilion g7-2269wm Notebook PC
CPU: AMD Vision A8-4500m APU 2.80ghz quad core 4mb L2 cache
GPU: 3gb AMD Radeon HD 7640G 512 mb vram
RAM: 6gb 1600mhz
OS: Windows 8 Pro
Resolution: BrightView LED-Backlit Display (1600 x 900)
Hard Drive: 500gb 5200rpm disc
and my CPU frequency keeps fluctuating from 2.80ghz to 2.30ghz rapidly on all 4 cores and I was wondering if there was a way to stop that problem because it really ruins smooth gameplay even on the easiest to run games like I would be running locked at 60 frames per second on a game and I will get this nasty kick lag and it happens now and then and it really annoying. Sometimes the lowest it goes is from instead of 2.80-2.30 it goes 1.40-800mhz I think it's pretty weird, someone help! :(

    I know late abit, but simply use change your windows 8 power settings and set it to high performance that will make your CPU running at its max at all times or better yet but not easier:

    Start --> run/search --> Power options --> select your plan typically called Balanced --> Change plan settings --> change advanced power setting --> processor power management

    Keep maximum at 100%;

    Set the minimum as you like but keeping it at 0% means the 800Mhz, you should make it 50% or higher as you like.

    ** if change advanced power setting does not appear on your system, then please download all the correct drivers like chip set and stuff from your manufacturer.
