Installing xp from ide adapter

Not so sure where to post this. Well what I want to do is install windows xp on a laptop... but the problem is that it doesnt want want to boot the cdrom disk, or usb. Is there a way I can install this? The hard drive is the ide type and i have a usb adapter but i dont know of a way to install it there. I am on windows 7.
 
Without booting to the install media, you can't install it. Do you have the CD drive in the boot order? Have you tried manually selecting the boot order? There is usually an F key you can hit to select that. Have you tried the XP disk in another computer?
