Strong enough/sufficient to cool my new I7-3970X CPU.

Help much appreciated.

Yes.

Though I don't know why you would spend the extra $400 for 200mhz over the 3930K.

Yep. Believe it or not the Ivy and Sandy bridge processors don't run too aweful hot compared to the earlier generations from before. Take a look at a stock cooler for that processor and it should answer your question.
