Vsync in windows 7 64bit, win7 lock refresh rate at 59hz

i set refresh rate to 60hz in CCC, but it chnages back to 59hz
Wait for vsync in PES2010 is greyed out, the screen tear and lag.
can anybody know how to set refresh rate at 60hz?

I exactly had this problem and here is how to fix it.
Right click on desktop and then click on Screen resolution then click on advanced settings and in Adapter tab click on List all models and choose a resolution which has a refresh rate of 60HZ and click OK,then in PES settings you will be able to use V-sync option
