How to format my HDD to use in new rig?

Okay so I want to reuse my current HDD to use in my new PC. I want to install the 64bit ver, which I have. When I want to format it is says I should boot from my disk. I really don't understand what I should be doing here . Could someone direct me to a site that give detailed step-by-step instructions? I've already taken the stuff that I want to save of it and put it on an external drive. Thanks!

Enter your bios and set the boot order to the cd drive as the first drive. Insert the win7/64 disk and when you start up again you will have to hit a key quickly when promoted to. Installation will proceed.
