How to write international format in entering mobile phone number

Hello, i just want to know the international format in entering mobile phone number because I'm having a hard time in submitting it to the service provider so i could get the setting.

Most countries mobile numbers start with a zero and to call it from a different country, you delete that zero for starters. Then you type in two zeros fokllowed by the country code and then the number you started with - now minus its zero.

So a couple of examples would be to call the UK use 0044772244**** or Holland 0031689789***
