Random problem with starting up my computer

hi! so, i'm having an issue with my computer starting up. it'll turn on just fine, but gets stuck (for lack of a better term) on the opening screen. this is the screen the shows my MB specs (ASUS M2NPV-VM) and a cool graphic. it'll stay on this screen for as long as i'll let it. then i push the power button to turn it off and try again. it consistently takes till the third try to get it to start up all the way to my desktop and then it runs just fine. also this started right before i wiped the hard drive and reinstalled everything. i was planning to do it anyway and thought the problem would go away, but it didn't. so i'm just wondering if anyone can help me. thanks!

Please provide full system spec so others my better provide assistance.

Also, Have you run prime95 to test ram.
Have you looked at system voltages/temps (ie use CPUID HWMonitor).

Have you tried "use system defaults" or "optimized Settings" in BIOS.

I would also try reseating all the connectors, memory modules, HDD connectors (Both at drive and MB), and the Graphics card.
