usb ports not working

A new computer has been set up after booting all the usb ports are not working.
What sequence of steps should i take to rectify the problem?

Check the bios to make sure they are enabled also make sure all your chipset drivers are installed if thats not it then you got a bad motherboard.

After you've done what saaiello has said, double check the USB jumpers/headers are connected properly to the motherboard USB pins (i.e. 5 on one side and 4 on the other) or in the case of some where you get a 5 pin header and a 4 seperately, make sure they are seated in the right direction (voltage and ground and neg all match up otherwise they wont work and you might get a voltage overload error in windows)
