SpeedFan won't keep set Speed

I downloaded SpeedFan and set it so that both my fans would run at 100. It will keep that speed for a few seconds but then drop back down to about 50 on one and 60 on the other. Even if I use the configure tab and set mins and max for each fan, it doesn't help.

How are the fans setup in the BIOS? If they are set to automatic speedfan may not be able to take control of them and effectively control them.
