Fan Controller Help

I'm looking for a 5.25" bay fan speed controller that will work with these fans:

This is the one I was looking into, but I am unsure if it is compatible, so I will hold out for a reply.

I'm just not entirely certain what all of the electrical specifications mean when it comes to compatibility. So I'm asking for a link to a product that will work for me, and if you are feeling generous, a little education on why it will work / won't work?

I'd prefer to buy from Amazon or Newegg, with a $20-30 price range. That doesn't mean I'm unwilling to spend more, but that is where I'd like to land, if at all possible.
