User account in control panel not working

Hi
Several months ago i changed my password to my computer. I'm the administrator.
Now i went to change my password again or to take it off and the whole thing doesn't work.
I go to Control Panel and to User Accounts and its just a white blank box that pops up that has the words BACK and HOME at the top.
I shut down, restarted but same thing. I cant view any account information at all.
I cant create a new account, cant change my picture, cant change or even view anything!
please help.
I have Windows XP Home Edition. Version 2002, service pack 2.
Please Help.

Go from Start to Run and into the Open box, type nusrmgr.cpl then press Enter. If that doesn't bring the User Account panel up, bring the Open box up again and type sfc /scannow and press Enter. That will start the System File Checker which should find the missing Windows constituents and replace them with fresh copies.
