Computer not turning off

Try holding the power button in for 10 seconds.

Sounds to me though like your real problem is that the computer locks up.

Did it just start doing this? Is this a new build or an existing system? Did anything change?

Is it stable otherwise?

Can you select shutdown from the menu?

Almost sounds like your power switch is disconnected from the motherboard.
