Strange GTX 670 (RMA?) and a random question regarding OC

Hello I recently bought a ASUS GTX 670 non top, for some strange reason the power target status hovers between 7-37% will not go higher no matter what yet the games play smooth and doesn't seem to be any throttling going on, should I be worried this card is faulty?

Anyone got any ideas just done a few benchmarks and stress tests and the gpu power target wont go above 32%.

I monitored my power with 3 diff tools Kombuster/ASUS GPU Tweak/EVGA precision x

-changed to earlier drivers nothing
-reseated 6pin connectors

Also my specs

i5 760 4ghz (stable for 2 years+)
6gb Corsair ram 1600mhz
Asus GTX670 Direct CU II
ASUS P7P55 LX
Corsair 650w TX

is my PSU enough?

Ill try adapters for my 6pins instead see if it helps and after that.. edit: nope no difference

This is a kombuster stress test, I would like to know is it normal? notice the Tdp..

As long as everything else is working fine I don't think anything is broken. You can still try no software, just a suggestion.

Yeah though if anyone knows what would cause this it would give me peace of mind, thanks in advance.

if my card was only using 30% power on games I would have big issue right? (such as underpowered symptoms)

its most likely my old mobo not monitoring correctly?

anyone else's GTX 670 show this?

Edit: Ill do a maxed heaven benchmark and monitor it and report back.

Right these are my tests can an expert please tell me they seems normal for my specs and by looking at the graph?

I used Msi Afterburner this time to monitor and power % is still low.
