New 2.5" drive

I had a brand new 2.5" hard drive with 2.5" hard drive enclosure with USB connection. I went to device manage to do full format as simple drive. I plug in USB, it detects drive but "my computer" did not see the drive. I am computer illiterate.

Right click my computer/ manage/ storage/ disk management allocate and assign drive letter.
