Does either have a particular advantage as far as overclocking goes?

no. any board that is made by asrock, asus, gigabyte, or msi will overclock to around 4.5ghz, which is what most people will reach with a ivy bridge chip. anything beyond 4.8ghz is when the board starts to really matter

id just pick up a extreme4 and call it a day

Would it be possible to hit a comfortable 4.7 with an IB chipset?

And if so what would I need?

most people wont get there. you need a custom loop for that
