The title is self explanatory. Motherboards have specific RAM speeds specified, can I use speeds that are not specified in the specs? EX:Can I use 1600MHz memory in a motherboard that supports the latest memory(DDR3, 240 Pin), but not the same speed?

Usually. On most mainstream motherboards, yes. But it depends what settings are made available in the BIOS and may require overclocking.

Is there a specific motherboard you have in mind? And what CPU are you pairing it with?

You can on some boards. A higher speed than the support of the motherboard doesn't always work. But usually if it does, it'll drop the ram's speed to one the motherboard supports. If the motherboard doesn't support that speed of ram it either won't work (post error) or kick it down to a slower speed (change the stock timings). Of course, once it's running you can always OC this to go higher.
