Hello, i have just recently built my computer and there was a loud continuous siren on my very first boot. i opened up my computer and then took off the cpu fan only to see a grey circle over the cpu, diameter 2 cm. is my cpu burnt?

No/I don't think so. The grey circle over the CPU is probably just the thermal paste which comes with the Intel stock cooler - AMD stock coolers have a square pad of thermal paste.

Thermal paste is pre applied to the heatsink it helps transfer heat to the heatsink. You would know if your CPU burnt up you would smell it believe me I know because I have fried a few.
