Cool n' Quiet option in Biostar TA890GXB-HD

There should be an option to disable it; keep looking in the advanced chipset or other sections. Don't know about C1E.

The C 'n Q option is unlikely be unavailable. Look in the advanced settings.

I'll see what I can help with my Biostar 790GX, since it comes from the same brand, it may have the similar settings.

I'll post the screenshot for the BIOS when I got home, I'm currently at work using my Acer laptop.  

Finally, I get an answer from Biostar:
"Cool n' Quiet option is the same as power now".

Power now is in the Advanced menu and then CPU Configuration menu.
