Without having a budget, I would say the best system for hi end gaming would be something like

i7 965
a motherboard with good spacing of the PCIe sockets plus a NF200 controller
12 GB of PC3 16000 memory
2x Radeon 5970
a GTS 250 for PhysX
a raid setup with SSD
probably around 1200W power supply to stay "efficient" and a large case with good airflow that can accommodate a watercooling setup

If you have the money I'd build a new one. If you don't (and plan to continue to use that 14" monitor) you don't need a beast of a system. Add a couple more gigs of ram and get a used 8800 GT, 9800, 250, or Radeon 4870, 5770. You'll be able to play every game on your list. Although I don't know how long it will last, it will be a huge upgrade from using that crap 8400 for very little money.
