I would suggest the samsung monitor mostly because I am a brand guy, and I don't buy random brands unless I hear a LOT of good things about them. So I would suggest the brand I know and trust samsung (they tend to have good warranty service as well) as for the graphics card I would go with the 660ti because it is the same card I have and it blows everything out of the water graphics wise.

I'd go with the samsung monitor as samsung always makes great displays...

Unless you want PhysX... And you don't care about anti-aliasing; go with the 7950. The 7950 is a superior card with its higher memory bus-width at 384-bit it won't choke when you really start tossing the FSAA/MSAA settings to max.

the thing is Samsung display is really costly.. around 100$ DIFF..SO I GUESS I HAVE TO wAIT :(  any other 27" monitors.. around 300$

isn't the AOC an IPS monitor, while the Samsung is a TN monitor? if so, id skip the samsung

Go IPS all the way

Could be wrong though, just usually IPS monitors advertise themselves as such

theyre both 1920x1080 which @27 inches to me is not that great looking
