General question about new ATI graphics cards

I am planning on getting a Radeon 4890 for my Home Theatre PC system. Now I know all of these new Radeon cards say they do all kinds of video enhancements, and DVD upscaling....my question becomes, will this card still upscale video if say the movie is electronically stored on my hard drive, and played back through the hard drive as opposed to the DVD-Rom, or will it only upscale if it's being played back from the DVD in real time via the DVD-Rom?
