IT is possible to put a Pentium D 940 SL94Q on a Dell optiplex gx620.

CPU:
INTEL PENTIUM D 3.2GHz 940 SL94Q 4M/800 DUAL CORE CPU

* Part Number: SL94Q
* CPU Speed: 3.2 GHz
* Bus Speed: 800 MHz
* Cache size: L2 cache - 4 MB ( 2 x 2 MB )
* Compatible Processor Socket: LGA775 Sock

Computer:
Model: GX620
Motherboard: Dell - 0F8101
Socket: 478/LGA775

Are these 2 compatible is my question!

for one your socket is not both 478/LGA775, that's two entirely different sockets.
lga775 is the one you have.
and yes, it can take a Pent D but not anything newer in technology than that, no C2D or C2Q.
