Sabertooth 990fx and 8350 bus speed fluctuations

So I have the above components and using occt I see huge fluctuations in bus speed. Starts at 200 MHz then jumps wildly to about 240 and down to 180. This forces the CPU to jump to over 5 GHz with multiplier at 22. Even at 20 it jumps around. All the voltages and frequencies are stock and still flying around. 600w ps, 7950 gpu.

Any help would he great.

I tried upping the voltages to the NB and CPU a bit and stiffening the regulation in the bios (forget the correct term) and didnt fix it. Also noticed when first running OCCT the multiplier is at 20.5, then drops to 20.

Should I get a new MB, I know this isnt suppose to happen. Vendor or Warranty? Anyone suggest a better 990fx board?

This is a new build and just running it through its paces when I noticed the bus speed fluctuating.
