1) You want to purchase in sets of 3's.. 3GB (3x1GB), 6GB(3x2GB)... etc. to enable triple-channel memory. As for the memory choice, it is best to look at the QVL list and go from their.

2) No, the fan is not required or needed. If you plan to do major overclocking, it can be helpful, as it'll keep the memory running cooler through the overclocking process. For 99% of the population, there truly is zero need for it.  

I looked at their QVL and it had very few cards on it that aren't discontinued or out of stock at newegg. So , what are the actual requirements for the memory? (thanks for the 3 card tip, thats why on their QVL most of them are 3 card sets.)

I would recommend this set: G.SKILL PI Series 6GB (3x2GB) DDR3 1600

The biggest requirements are 1) 1.65V or less, 2) DDR3 & 3) Meet the rated DDR3 speeds (MHz)

someone mentioned that this memory is compatible, though I did not see it on the QVL.

is the one you posted better than the set suggested?

I see that the cas latency is different on the two sets.

The PI series is the better memory with the tighter timings (CAS latency). If close in price, I would go with the PI Series otherwise stick with the Ripjaws.
