PC DOES NOT BOOT

i have pc of compaq presario when i switch on my UPS the cpu pwoer LED glows,all fans of the PC start running ,DVD RW is powered and all this happens without pressing the CPU power switch BUT pc does not start even N no BIOS only black monitoR.pLEASE HELP

Please mention you full system specs. Could be that the power switch has gone bad someway. Just a guess though.
