Building a PC for Media Streaming and DVR - How cheap can it be?

I'm considering building a light weight PC to connect to my TV. The primary purpose would be to act as a DVR, secondary would be streaming via (for example) Hulu and streaming movies from my main PC (which, fwiw, runs Windows 7 Pro x64).

What's the cheapest possible build I could put together? I have no components so would need everything, case, wireless keyboard and mouse, TV tuner, OS, ... everything. I would even be open to considering the DVD player as optional.

I have no preferences for AMD vs Intel, or any other component manufacturers. Ability to play on a 1920x1080 32" TV via HDMI is the top priority (actually I guess this is a requirement), followed closely by cost. Sound and finally heat are next but less important.

AM3 triple core at 2.x GHz is another option.

Is an Atom chip really capable of that kind of output?
